He just said exactly what I said. I think expansion could happen fairly quickly. It could be said and done by 2017 or 2018.

To me the article shows just how fragile the Big 10 (12) situation is. It has always been an advantage for Texas, always Texas. I think the so called Big 12 (12-2) situation looks very tenuous. President Boren is just stating the obvious and too me the Big 12 (12-2) is as close to expansion as it is to dissolution.
